Dr Eric Crampton is Chief Economist with The New Zealand Initiative and is Adjunct Senior Fellow with the Department of Economics & Finance at the University of Canterbury. With the Initiative, he has worked in policy areas ranging from freshwater management to earthquake preparedness and from local government to technology policy. He most recently contributed a chapter on local government financing and housing policy failure to a University of Canterbury Press edited volume on New Zealand policymaking, “Policy-making Under Pressure.” (Mazey, S. and J.
