Hon Chris Bishop

Minister of Housing, Infrastructure, Sport and Recreation, Leader of the House, and Associate Minister of Finance

Chris Bishop is the Minister of Housing, Minister for Infrastructure, Minister Responsible for RMA Reform, Minister for Sport and Recreation, Leader of the House, and Associate Minister of Finance. He is the MP for Hutt South. Chris was born and raised in Lower Hutt where he lives with his wife and young son. He has a first-class Honours degree in Law and a Bachelor of Arts from Victoria University of Wellington and was the 2006 Young Wellingtonian of the Year. Before serving as an MP, Chris worked as a researcher for the National Party in Opposition and was later an advisor to Ministers in the John Key-led Government. Chris was the National Party Campaign Chair for the 2023 General Election.

Nick Leggett

Chief Executive, Infrastructure New Zealand

Nick Leggett commenced in the role of Chief Executive of Infrastructure New Zealand in April 2023. Previously Chief Executive of the road transport industry peak body, Ia Ara Aotearoa Transporting New Zealand, Nick’s professional career has always centred around the need for quality and sustainable infrastructure. As Mayor of Porirua City between 2010-2016 he understands the need for great infrastructure to power opportunities for people and provide a bedrock for economic growth and social progress.

Nick is strongly of the view that Aotearoa New Zealand must be bolder in its funding, investment and scale of world leading infrastructure projects. We must collectively encourage and welcome a more diverse range of people into the industry to deliver on this.

International Keynote: Asset Recycling - Learning from Global Success

From Policy Idea to Election-Year Imperative.


With infrastructure funding under pressure and a general election on the horizon, asset recycling is emerging as one of the most hotly debated policy tools in the infrastructure conversation.


Asset recycling has the potential to unlock significant economic value - but how do we make it part of the election debate in a way that is credible, constructive, and publicly understood?


Over the last decade, the NSW state government has raised tens of billions of dollars through asset recycling transactions, including sales and leases on electricity networks and ports. The state has raised around AUD $32.7 billion through asset recycling, used to fund infrastructure investment at scale.


This keynote session will hear from those involved in the NSW programme – learning the lessons from the state and how it can be translated into action in Aotearoa, as the political discussion around it heats up.It’ll explore how existing infrastructure can be transformed into future capital, drawing on a practical case study that examines both process and outcomes. It will also unpack what it takes to communicate asset recycling effectively with the public, manage expectations, and build confidence during an election year. Finally, the session will consider how different asset recycling models could be applied in an Aotearoa New Zealand context, and what that means for long-term infrastructure investment.

Paul O’Connell is the Deputy Chief Executive, Sector Strategy at the New Zealand Ministry of Transport. Paul is responsible for the Ministry’s advice on revenue, road user charges, regulatory reform, and road safety policy. His group also leads the Ministry’s economics, analytics, strategy, and national transport modelling functions. With over two decades of experience in New Zealand’s central government, Paul has held senior leadership roles in the Department of the Prime Minister and Cabinet, the Social Investment Agency and the Ministry of Justice, and started his career at the New Zealand Treasury.

Karen began her role as Executive Director in early 2023, following nearly 20 years in senior policy, regulatory, and advocacy roles. Karen has a Bachelor of Science with Honours from the University of Otago, with a focus on energy management. Before joining MEUG, Karen spent six years at the diversified energy group Clarus as Regulatory Policy Manager, leading a team that oversaw regulatory compliance, reporting and policy engagement. Karen has also worked at Local Government New Zealand, Genesis Energy, and the Energy Efficiency and Conservation Authority (EECA). As Executive Director, Karen’s role at MEUG is to work with the Chair on setting and delivering a strategy and business plan to best support MEUG members.

Corrina Gibbons-Hurinui

Corrina is a Principal and Infrastructure Sector Lead at Tactical Group. She started her career working at the coal face, initially as a Site Engineer for a large roading contractor and then gained design experience at an engineering consultancy before moving to professional project management roles. Corrina is a strong supporter of raising the profile of women in the construction industry and is co-chair of the Auckland chapter of WIN. She plays an active role in mentoring and developing Project Manager’s and Assistant Project Managers in the Tactical business and the wider industry through her involvement with the Keystone Trust.

Danielle Uniza

Danielle Uniza has over a decade of experience in policy, strategy and governance in the public sector. She is currently Policy Manager at Infrastructure New Zealand, where she leads policy work to find solutions to sector-wide problems. She has held senior roles across central and local government, including at the Department of the Premier and Cabinet in Western Australia and the City of Perth, where she worked at the intersection of policy, strategy and delivery. Her experience spans legislative reform, infrastructure, economic and social policy – with a specific focus on aligning stakeholders to deliver and implement solutions on the ground. She is passionate about building great and vibrant cities, and the role infrastructure plays in unlocking economic and social productivity. She strongly believes infrastructure is key to driving long-term wellbeing and prosperity. Danielle holds a Master of Law, Policy and Government from the University of Western Australia and a Bachelor of Arts in Political Science – International Relations from the University of California, San Diego. She is also a graduate of the Australian Institute of Company Directors.

Lauren Wallace

President, RMLA
Lauren is a partner at Govett Quilliam and leads the firm’s Environment and Planning Team. She specialises in resource management, local government law, and civil litigation. Lauren has a broad client base and acts for local and regional authorities, national corporations, local businesses, startups, iwi and post-settlement governance entities, individuals and families, and community organisations. Her practice is primarily focussed on the planning and environmental aspects of large-scale infrastructure and energy projects, property development, renewable and clean tech developments and local government planning and policy. In civil litigation, Lauren has extensive experience across a range of contractual, lease, construction, and property disputes. She has advised and represented clients with respect to Council Hearings, Environment Court, High Court, Court of Appeal, Select Committee and Board of Inquiry processes. Lauren is the president of the Resource Management Law Association | Te Kahui Ture Taiao and an accredited RMA Hearings Commissioner. In 2024, Lauren was recognised as a top female lawyer in New Zealand through NZ Lawyer’s Elite Women award.

Andrew Michl is the Manager Credit & Client Relations at the New Zealand Local Government Funding Agency (LGFA). He has over 30 years’ experience in the financial services sector in New Zealand and Australia. In his role at LGFA, Andrew is responsible for the oversight of council’s financial performance in respect of LGFA’s lending to the local authority sector. LGFA has over $24 billion of lending to its 77 council members and eight council-controlled organisation (CCTO) members. LGFA has also announced that it will be able to provide financing to any Water CCOs that councils establish to provide water services to their communities. Andrew has been with LGFA since 2012. Prior to joining LGFA, he worked for ANZ Investments where he was responsible for managing fixed interest portfolios.

After an extensive career in banking and finance, following many years in the public service, June has held a wide range of governance roles. Paul has held a number of public policy, consultancy and government roles in the UK and in New Zealand, including as an advisor in the Dept of Prime Minister and Cabinet (DPMC), and with other agencies such as MBIE, MFAT, and Ministry for the Environment (MfE). This has included leadership roles across infrastructure sectors such as telecommunications, energy and resources, and wider policy roles spanning trade, climate policy, resource management, economic development and science policy. Prior to joining Te Waihanga he managed MFAT’s portfolio of infrastructure development investments in the Pacific and internationally, and currently heads Te Waihanga’s policy function.

Janet Holborow is a second term Mayor at Kāpiti Coast District Council. As Mayor she has overseen a robust Infrastructure and Finance Strategy and a district known for its quality high quality infrastructure. Hon Chris Bishop

Minister of Housing, Infrastructure, Sport and Recreation, Leader of the House, and Associate Minister of Finance

Chris Bishop is the Minister of Housing, Minister for Infrastructure, Minister Responsible for RMA Reform, Minister for Sport and Recreation, Leader of the House, and Associate Minister of Finance. He is the MP for Hutt South. Chris was born and raised in Lower Hutt where he lives with his wife and young son. He has a first-class Honours degree in Law and a Bachelor of Arts from Victoria University of Wellington and was the 2006 Young Wellingtonian of the Year. Before serving as an MP, Chris worked as a researcher for the National Party in Opposition and was later an advisor to Ministers in the John Key-led Government. Chris was the National Party Campaign Chair for the 2023 General Election.

Nick Leggett

Chief Executive, Infrastructure New Zealand

Nick Leggett commenced in the role of Chief Executive of Infrastructure New Zealand in April 2023. Previously Chief Executive of the road transport industry peak body, Ia Ara Aotearoa Transporting New Zealand, Nick’s professional career has always centred around the need for quality and sustainable infrastructure. As Mayor of Porirua City between 2010-2016 he understands the need for great infrastructure to power opportunities for people and provide a bedrock for economic growth and social progress.

Nick is strongly of the view that Aotearoa New Zealand must be bolder in its funding, investment and scale of world leading infrastructure projects. We must collectively encourage and welcome a more diverse range of people into the industry to deliver on this.

International Keynote: Asset Recycling - Learning from Global Success

From Policy Idea to Election-Year Imperative.


With infrastructure funding under pressure and a general election on the horizon, asset recycling is emerging as one of the most hotly debated policy tools in the infrastructure conversation.


Asset recycling has the potential to unlock significant economic value - but how do we make it part of the election debate in a way that is credible, constructive, and publicly understood?


Over the last decade, the NSW state government has raised tens of billions of dollars through asset recycling transactions, including sales and leases on electricity networks and ports. The state has raised around AUD $32.7 billion through asset recycling, used to fund infrastructure investment at scale.


This keynote session will hear from those involved in the NSW programme – learning the lessons from the state and how it can be translated into action in Aotearoa, as the political discussion around it heats up.It’ll explore how existing infrastructure can be transformed into future capital, drawing on a practical case study that examines both process and outcomes. It will also unpack what it takes to communicate asset recycling effectively with the public, manage expectations, and build confidence during an election year. Finally, the session will consider how different asset recycling models could be applied in an Aotearoa New Zealand context, and what that means for long-term infrastructure investment.

Paul O’Connell

Paul O’Connell is the Deputy Chief Executive, Sector Strategy at the New Zealand Ministry of Transport. Paul is responsible for the Ministry’s advice on revenue, road user charges, regulatory reform, and road safety policy. His group also leads the Ministry’s economics, analytics, strategy, and national transport modelling functions. With over two decades of experience in New Zealand’s central government, Paul has held senior leadership roles in the Department of the Prime Minister and Cabinet, the Social Investment Agency and the Ministry of Justice, and started his career at the New Zealand Treasury.

Karen began her role as Executive Director in early 2023, following nearly 20 years in senior policy, regulatory, and advocacy roles. Karen has a Bachelor of Science with Honours from the University of Otago, with a focus on energy management. Before joining MEUG, Karen spent six years at the diversified energy group Clarus as Regulatory Policy Manager, leading a team that oversaw regulatory compliance, reporting and policy engagement. Karen has also worked at Local Government New Zealand, Genesis Energy, and the Energy Efficiency and Conservation Authority (EECA). As Executive Director, Karen’s role at MEUG is to work with the Chair on setting and delivering a strategy and business plan to best support MEUG members.

Corrina Gibbons-Hurinui

Corrina is a Principal and Infrastructure Sector Lead at Tactical Group. She started her career working at the coal face, initially as a Site Engineer for a large roading contractor and then gained design experience at an engineering consultancy before moving to professional project management roles. Corrina is a strong supporter of raising the profile of women in the construction industry and is co-chair of the Auckland chapter of WIN. She plays an active role in mentoring and developing Project Manager’s and Assistant Project Managers in the Tactical business and the wider industry through her involvement with the Keystone Trust.

Danielle Uniza

Danielle Uniza has over a decade of experience in policy, strategy and governance in the public sector. She is currently Policy Manager at Infrastructure New Zealand, where she leads policy work to find solutions to sector-wide problems. She has held senior roles across central and local government, including at the Department of the Premier and Cabinet in Western Australia and the City of Perth, where she worked at the intersection of policy, strategy and delivery. Her experience spans legislative reform, infrastructure, economic and social policy – with a specific focus on aligning stakeholders to deliver and implement solutions on the ground. She is passionate about building great and vibrant cities, and the role infrastructure plays in unlocking economic and social productivity. She strongly believes infrastructure is key to driving long-term wellbeing and prosperity. Danielle holds a Master of Law, Policy and Government from the University of Western Australia and a Bachelor of Arts in Political Science – International Relations from the University of California, San Diego. She is also a graduate of the Australian Institute of Company Directors.

Lauren Wallace

Lauren is a partner at Govett Quilliam and leads the firm’s Environment and Planning Team. She specialises in resource management, local government law, and civil litigation. Lauren has a broad client base and acts for local and regional authorities, national corporations, local businesses, startups, iwi and post-settlement governance entities, individuals and families, and community organisations. Her practice is primarily focussed on the planning and environmental aspects of large-scale infrastructure and energy projects, property development, renewable and clean tech developments and local government planning and policy. In civil litigation, Lauren has extensive experience across a range of contractual, lease, construction, and property disputes. She has advised and represented clients with respect to Council Hearings, Environment Court, High Court, Court of Appeal, Select Committee and Board of Inquiry processes. Lauren is the president of the Resource Management Law Association | Te Kahui Ture Taiao and an accredited RMA Hearings Commissioner. In 2024, Lauren was recognised as a top female lawyer in New Zealand through NZ Lawyer’s Elite Women award.

Andrew Michl

Andrew Michl is the Manager Credit & Client Relations at the New Zealand Local Government Funding Agency (LGFA). He has over 30 years’ experience in the financial services sector in New Zealand and Australia. In his role at LGFA, Andrew is responsible for the oversight of council’s financial performance in respect of LGFA’s lending to the local authority sector. LGFA has over $24 billion of lending to its 77 council members and eight council-controlled organisation (CCTO) members. LGFA has also announced that it will be able to provide financing to any Water CCOs that councils establish to provide water services to their communities. Andrew has been with LGFA since 2012. Prior to joining LGFA, he worked for ANZ Investments where he was responsible for managing fixed interest portfolios.

Brendon is the Head of Real Assets at the New Zealand Superannuation Fund (NZSF). Real Assets comprises a ~$12bn+ portfolio across infrastructure, real estate, forestry and agriculture. Brendon has been with NZSF for over 11 years, covering a wide variety of portfolio investments in that time and currently sits on the board of Kaingaroa Tipu (NZ forestry) and Longroad Energy (US renewables). June, who is a chartered member of the Institute of Directors and who holds an MBA, has more than 25 years’ experience in governance roles across the public, private and not-for-profit sectors. After an extensive career in banking and finance, following many years in the public service, June has held a wide range of governance roles. Current directorships include Devon Funds Management and Chairman of the asset holding company of one of her iwi. Paul has held a number of public policy, consultancy and government roles in the UK and in New Zealand, including as an advisor in the Dept of Prime Minister and Cabinet (DPMC), and with other agencies such as MBIE, MFAT, and Ministry for the Environment (MfE). This has included leadership roles across infrastructure sectors such as telecommunications, energy and resources, and wider policy roles spanning trade, climate policy, resource management, economic development and science policy. Prior to joining Te Waihanga he managed MFAT’s portfolio of infrastructure development investments in the Pacific and internationally, and currently heads Te Waihanga’s policy function.

Janet Holborow is a second term Mayor at Kāpiti Coast District Council. As Mayor she has overseen a robust Infrastructure and Finance Strategy and a district known for its quality high quality infrastructure. She has served as an elected member for 18 years, including two terms as Deputy Mayor. She has a strong interest in delivering in partnership with the community and business and exploring alternative funding models to provide quality assets to support growing communities like Kāpiti.
