Hon Chris Bishop

Minister of Housing, Infrastructure, Sport and Recreation, Leader of the House, and Associate Minister of Finance

Chris Bishop is the Minister of Housing, Minister for Infrastructure, Minister Responsible for RMA Reform, Minister for Sport and Recreation, Leader of the House, and Associate Minister of Finance. He is the MP for Hutt South. Chris was born and raised in Lower Hutt where he lives with his wife and young son. He has a first-class Honours degree in Law and a Bachelor of Arts from Victoria University of Wellington and was the 2006 Young Wellingtonian of the Year. Before serving as an MP, Chris worked as a researcher for the National Party in Opposition and was later an advisor to Ministers in the John Key-led Government. Chris was the National Party Campaign Chair for the 2023 General Election.

Nick Leggett

Chief Executive, Infrastructure New Zealand

Nick Leggett commenced in the role of Chief Executive of Infrastructure New Zealand in April 2023. Previously Chief Executive of the road transport industry peak body, Ia Ara Aotearoa Transporting New Zealand, Nick’s professional career has always centred around the need for quality and sustainable infrastructure. As Mayor of Porirua City between 2010-2016 he understands the need for great infrastructure to power opportunities for people and provide a bedrock for economic growth and social progress.

Nick is strongly of the view that Aotearoa New Zealand must be bolder in its funding, investment and scale of world leading infrastructure projects. We must collectively encourage and welcome a more diverse range of people into the industry to deliver on this.

International Keynote: Asset Recycling - Learning from Global Success

From Policy Idea to Election-Year Imperative.


With infrastructure funding under pressure and a general election on the horizon, asset recycling is emerging as one of the most hotly debated policy tools in the infrastructure conversation.


Asset recycling has the potential to unlock significant economic value - but how do we make it part of the election debate in a way that is credible, constructive, and publicly understood?


Over the last decade, the NSW state government has raised tens of billions of dollars through asset recycling transactions, including sales and leases on electricity networks and ports. The state has raised around AUD $32.7 billion through asset recycling, used to fund infrastructure investment at scale.


This keynote session will hear from those involved in the NSW programme – learning the lessons from the state and how it can be translated into action in Aotearoa, as the political discussion around it heats up.It’ll explore how existing infrastructure can be transformed into future capital, drawing on a practical case study that examines both process and outcomes. It will also unpack what it takes to communicate asset recycling effectively with the public, manage expectations, and build confidence during an election year. Finally, the session will consider how different asset recycling models could be applied in an Aotearoa New Zealand context, and what that means for long-term infrastructure investment.

SESSION A: Planning Reform, Fast-track Consents, and Infrastructure Funding

Major reforms to New Zealand’s planning system, including changes to the Resource Management Act and the use of fast-track approvals, are reshaping how infrastructure projects move from concept to construction. While these reforms aim to reduce delays and improve certainty, their success will ultimately be measured by whether projects can be funded and delivered.


This session examines the connection between consenting reform and infrastructure funding. It explores how faster, and more predictable approvals affect project bankability, risk allocation, financing costs, and investor confidence across public and private sectors. With a background in banking and corporate finance, she has led funding and commercial strategies for some of New Zealand’s most significant infrastructure initiatives, advising both public and private sector clients. Natalie specialises in complex delivery models, alternative and structured funding and financing mechanisms, and the structuring of entities to support long-term investment. Natalie was previously a PwC Partner, leading their infrastructure and local government practices.

Sarah Dove is a Team Leader at Tauranga City Council (TCC), leading the Strategic Transport & Infrastructure team. She has 20 years’ experience across local government and the private sector, specialising in transport strategy, policy, and investment business case development in New Zealand and the UK. Sarah is passionate about people-focused, sustainable infrastructure. She has worked across a wide range of greenfield and brownfield projects, including Tauranga’s SmartTrip investigations into potential road pricing schemes. She also leads Council’s 30-year waste infrastructure planning, applying her expertise in long-term investment strategy to support sustainable growth. Outside of work Sarah loves being active in the outdoors with her children, and she is training to do her first marathon this year!

Katie Bradford

Katie Bradford joined Infrastructure New Zealand in 2025 after more than two decades as a political and business journalist across media outlets in New Zealand and Australia. Katie has a genuine passion for infrastructure, creating a bespoke round for TVNZ platforms, covering all issues to do with the sector, from funding and financing to controversial projects. A career highlight was her interview with former CRL boss Sean Sweeny before he departed for Dublin last year. The video now has over 130,000 views on YouTube – the most-watched interview for Q&A in 2024, showing New Zealanders share the passion for infrastructure and care about the future direction. Katie believes that advocating a bipartisan approach to infrastructure will help in the aim of securing a long term pipeline of projects and contribute to Aotearoa’s economic growth, Outside of work, Katie spends most of her time with her energetic toddler, squeezing in a spin or yoga class where possible.

Graeme Campbell

Graeme Campbell is a Chartered Professional Engineer with more than 40 years’ experience in infrastructure and flood risk management. He is the principal advisor on Flood Risk Management to Te Uru Kahika, the organisation representing Regional and Unitary Authorities across New Zealand. Graeme has had roles on the Climate Resilience Advisory Board, overseeing a $400m Crown–regional co-investment programme, and was a founding Board member of the RiverLink Partnership guiding a $1.5B Flood protection, transport and city rejuvenation infra structure improvement project in Hutt City. Graeme also led the NZ River Managers Special Interest Group’s over a ten year period guiding the sectors overall improvement programme. The Sector spends approximately $200m/year in flood risk management improvement work and successfully sought additional Crown co investment of $500m in flood protection infra structure over the last 5 years.

Laura is a Partner at Mafic Partners, an infrastructure advisory firm that provides financial and commercial advice to clients across government, infrastructure and energy sectors. Mafic and ACC have recently established Zealandia, a long-term investment vehicle providing New Zealand wholesale investors, including iwi, the opportunity to invest in PPPs. Prior to joining Mafic, Laura worked in banking for over 15 years providing finance to the infrastructure and energy sectors in New Zealand and Australia. Campbell Barry

In 2019, Campbell Barry made history as New Zealand’s youngest elected Mayor of a city (Lower Hutt) at just 28. Prior to this, he served two terms as a City Councillor and worked across a range of public and private sector roles, giving him an early and practical grounding in how local government operates in practice. During his time as Mayor, Campbell held senior national leadership roles, including Vice President of Local Government New Zealand, and was heavily involved in major system reform. This included playing a leadership role in water reform and helping to establish Tiaki Wai, the water entity that will be servicing metropolitan Wellington from the 1st of July 2026. Campbell has worked closely with Government Ministers from both sides of the House, and with a range of council, public, and private sector leaders. After choosing not to stand at the 2025 Local Government Election, Campbell now heads the Local Government and Partnerships Practice at Agite, a Wellington-based strategic advisory. He supports public and private sector clients to navigate the complexity, uncertainty, and change facing local government — particularly in the context of reform, new delivery models, and evolving central government–local government relationships. Campbell is a strong advocate for local government and the difference it can make for people and place when it is structured well and supported to succeed.

Jerome Sheppard

Acting Chief Executive for School Property

Jerome is an experienced senior leader in the public sector infrastructure arena having held senior property leadership roles at Education, Land Information New Zealand and the Ministry of Justice. Jerome has been the senior responsible officer for a range of property initiatives, including public private partnerships, weathertightness remediation, the Christchurch Schools Rebuild programme, and a range of business cases associated with new courthouses and seismic strengthening. Jerome has led teams to successfully deliver pragmatic value for money projects, and with his strong infrastructure policy background understands how to make positive changes happen in the public sector. At the beginning of this 2025, he took up the role of acting Chief Executive for School Property, a role which was established in response to the Government’s decisions following the independent 2024 Ministerial Inquiry into School Property. Legislation is proceeding through parliament to move school property into a Crown Entity towards the middle of 2026.

Rob Stokes is Group Executive – Housing at Anglicare, focusing on the provision of social and affordable housing infrastructure. He also supports a number of organisations focused on the built environment, as Chair of Faith Housing Australia; Director of the Royal Australian Institute of Architects; Trustee of the King’s Foundation Australia; and the Commonwealth Government’s Urban Policy Forum. Rob is a Professor of Public Policy at UNSW and holds qualifications in planning law and urban policy. Rob served as a NSW Government Minister across a range of infrastructure portfolios between 2014 and 2023 and served as Chair of the Infrastructure Committee of the NSW Cabinet.

Pat Dougherty

Pat Dougherty is currently the Chief Executive of Wellington Water. He has over 35 years’ experience working in local government, including ten years as Chief Executive of the Kapiti Coast District Council and five years as Chief Executive of the Nelson City Council. He has an extensive infrastructure / asset management background, particularly in Three Waters. For over four years he was on a series of advisory groups providing advice to DIA on the establishment of Taumata Arowai and Three Waters Reforms (now the Affordable Water Reform programme). He was a Board member of the Mackays to Pekapeka Expressway Alliance from 2011 – 2017 and is currently on the Board of the NZ Transport Agency. Pat holds two degrees – a Bachelor of Engineering (Civil) and a Master of Business Administration (with Distinction). He is a Member of the Institute of Directors and a Chartered Member of Engineering NZ.
